Ichiro Ougi

Ougi Ichirou is the eighth seat on the Shadow Organization's Council of Twelve, and comes from a clan famous for being wind masters and assassins. He instantly dislikes Masamori Sumimura upon meeting him, and is his main opponent on the committee.
