There are so many ways this manga could have fallen apart, and been embarrassing / cringy to read.

Instead, the author makes the story work by presenting everything completely seriously. The story is presented in an almost battle manga style back and forth between the MC and whichever girl he is currently nagging so he can see their underpants.

The series has a kind of dry humour that you don't usually see in manga, this makes the completely clueless (but also genius level) MC likeable. He's not a dirtbag, he's just highly motivated to have women show him their panties. He feels totally justified, and is confused why everyone else seems to be having such a problem with it.
